On September 28, 2000, the Ministry of Finance(MOF) promulgated the"Regulations on the Operations of the Trust Association" to gover n the missions and operations of the Association. Meanwhile, MOF designated the Bankers Association of the Republic of China (BAROC) and Bankers Association of Taipei (BAT) to jointly arrange the set-up of The Trust Association of the Republic of China (TAROC) in accordance with relevant laws and regulations. Pursuant to the directive of MOF, BAROC convened the"Preparatory Meeting of Promoters for TAROC" on October 25, 2000. The promoters all agreed to vote the Central Trust of China as the representative of promoters, and a preparatory workgroup was set up. Steered by the Central Trust of China, all the organization jobs, especially the application for the organization permit, after several meetings by a working group on establishing TAROC, the Ministry of the Interior (MOI) approved the set-up of the Association on January 31, 2001. The Association was set up with a registered address at 4F, No. 7, Roosevelt Road, Section 1, Taipei.

TAROC was formally established on March 7, 2001, when the Establishment Assembly was held. During the Assembly, the First Boards of Directors and Supervisors were elected, so did the Chairman of the Association and the Convener of the Board of Supervisors. As of the end of 2008, there were 45 members in the Association.
